Russia Russo-Japanese War Propaganda Collection: Japan issued a declaration of war on 8 February 1904. However, three hours before Japan’s declaration of war was received by the Russian government, and without warning, the Imperial Japanese Navy attacked the Russian Far East Fleet at Port Arthur.
Russia declared war 8 days later, but had logistical problem since transsiperian railways was not reaching to Baikal and navy had to transfer ships from Baltic sea. 1905 war resulted to a vicroty of Japan. (Wikipedia)
