Estonia WW2 Propaganda Collection: Estonia declared neutrality but was occupied in 1940 by Soviet Union following the secret part of German-Soviet Nonaggression Pact. During Operation Barbarossa 1941 Nazi Germany “liberated” it and occupied again in 1944 by Soviet and became a part of Soviet Union. So there were Estonians fighting on Soviet army, German army and as volunteers also on the Finnish army during war.
